multi tenant - unable to share/sync users-

Hello

Please i need your help on this issue.

Having sync issue. Unable to Share Users from my participating tenant. I am able to do this easily in the master tenant though.

New users that I am adding to the participating tenant are being left out in multitenant collaboration i.e. accessing calendar, Teams, shared files from the owner tenant
