Upgrade RDS CALs from 2022 to 2025 (wrong consumption)

Hi,

I recently upgraded my RDS infrastructure including the license server from Server 2022 to Server 2025, I then also created a completely new licensing database. After that I imported my RDS 2025 CALs as I have active Software Assurance. All my RDS Session Hosts are Windows Server 2022 (shouldn't be a problem because of RDS CAL backward compatibility) but every time a user connects it takes a license from the "Windows Server 2022 Built-in Overused" Pool and not from the "Windows Server 2025" Pool.

Any recommendations on how to solve that? Or did i unterstand anything wrong?Licensing_Issue

    You can try the following steps to troubleshoot the problem:

    1. Ensure that the scope of the license server is set correctly. In addition, on the RD session host configuration, check that the license mode is set to Per User in the group policy.
    2. After upgrading the 2022 license server to 2025, deactivate and then reactivate the license server. This resets license issuance, which will also remove overused licenses.

    1. Ensure that all session hosts and license servers are fully updated.

     

    If the problem persists, it is recommended that you contact a Microsoft licensing expert directly for help. They can help you downgrade your RDS 2025 User CAL to the corresponding 2022 release.
