I can reproduce your situation on Office Professional Plus 2019, updating to the latest version, rolling back to the older versions (versions of 2021) or re-signing account into Office does not work.
Then I find an article: Create a diagram in Excel with the Visio Data Visualizer add-in.
According to this article, the 'Visio Data Visualizer' add-in is available for Microsoft 365 subscribers, specifically for Excel with a Microsoft 365 work or school account.
Excel 2019 does not support this add-in.
