How to recover account on new device when i did not use icloud backup

Question

I have been trying to log into my outlook account but my microsoft authentication app is not giving me the number to be able to log in. i have recently gotten a new phone and didn’t have icloud backup for this app. i have no way to be able to log into my account how can i do so?
