SQL Server 19 will not load on Windows 11 desktop

I am trying to load it so I can use it to activate ACT Premium Cloud features.

Several ACT specialists have tried to help but say it's an MS issue. Hopefully someone here can help.

After uninstalling ACT, installing SQL Server, then reloading ACT, the following error message appears:

SQL Server Setup has encountered the following error: C:\windows\installer\8c 9620.msi

This issue occurs in trying to load SQL Server 19 with Act Premium Cloud on Windows 11. The Act technical team says they need your support in order to do a manual install of SQL Server 19.

    What edition are you going to install? And what OS it is?
    If you are going to install MSSQL to windows 11, the only supported editions are developer and Express.

    Please follow Erland said, try to copy the log file message to see what is going on.
