RDS SAL user access right for Azure Virtual Desktop running Windows Server

The Azure AVD documentation https://azure.microsoft.com/en-us/pricing/details/virtual-desktop/

states: '**RDS SAL user access right for Azure Virtual Desktop running Windows Server is available through September 30, 2025, to Service Provider License Agreement (SPLA) partners only.'

I would like to know if this restriction is also applicable to VM in Azure with RDS access for customers (not AVD)? and if Azure ISV clients can continue to use RDS SAL through SPLA after the September 30, 2025, to expose VM/RDS to customer?

    It's correct that Azure stated 'RDS SAL user access right for Azure Virtual Desktop running Windows Server is available through September 30, 2025, to Service Provider License Agreement (SPLA) partners only' but this restriction is not extended to Virtual Machines in Azure with RDS access for customers. In future, if there are any such changes occur Azure will announce it officially.
    VMs have different licensing requirements for standard Azure Virtual Machines using Windows Server and Remote Desktop Services (RDS), the requirement for RDS SALs is part of the general licensing framework.
    ISVs using SPLA to provide RDS access to customers on Azure VMs will remain unaffected as there’s no public statement in official Microsoft documentation indicating that this right will be discontinued for Azure VMs after September 30, 2025.

    Hi,

    I am following up in relation to the original questions relating to SPLA licensing on Azure Virtual Machines and Office 2021 which have already been answered above. However, we are running multiple Azure Virtual Machines (not VDIs) with Office 2021 LTSC using Remote Desktop Services and offering this service to our customers and currently licensing on a per user basis under our SPLA with RDS SAL and Office 2021 SAL. We are also an ISV.

    We have been informed by Microsoft Ireland, that as of October 1st 2025, Office apps and RDS will no longer be allowed in Azure, and we would be required to make adjustments to continue hosting this solution in Azure.

    1. Office would need to transition to BYOL, so we can offer those SKU's via CSP.  The business will need to reinstall the new Office 365 solutions along with the necessary technical updates for Office 365 integration.
    2. For RDS, the SKU's within CSP do not support the License Mobility option that would enable this.  The business would have to make a technical design changes to the platform.

    The response from Microsoft conflicts with the information originally provided on this forum / thread, so I have questioned this with Microsoft Ireland. Microsoft Ireland reached out to the US Program Management team who have confirmed what I have stated above (1 & 2) is Microsoft's position and their official response.

    It appears to me there is uncertainty within Microsoft as to what this upcoming change relating to SPLA licensing extends to across Azure.
