Why does MySQL Shell fail to install on Surface Pro despite having Redistributable 14.42.34433?

I have a Surface Pro 11 (ARM64 architecture).

I downloaded all three Visual Studio (as seen in screenshot) to cover all the bases after MySQL shell failed to install with Visual for ARM64 installed.

I've tried installing the Shell separately as well, 8.0 and 9.1 versions. I still get the same notification that I need to install VS 2019 version 14.20.0 or newer.

I'm not sure if the issue is Surface Pro's incompatibility with the shell or something else....

    MySQL Shell does not seem to be a Microsoft product. A quick googling suggested that the place to go to might be dev.mysql.com.
