This usually shows that network restrictions or access control policies are blocking access to the resource. Check if:

• Go to the networking section under the resource’s settings.
• Check if the resource is set to allow access from all networks or only selected networks and private endpoints.
• If you’re accessing the service from a specific IP, add your IP to the allowed list
