Hangs when entering Downloads folder in both Windows 11 and Windows 10 Pro. All 4 machines.

All four of my PCs have this identical issue (i.e., hanging when entering the Downloads folder). Two of the machines are newer, running Windows 11 and Windows 11 Pro, while the other two are older PCs with Windows 10 Pro. This hanging issue occurs intermittently, but when it does happen on all machines, it persists for a long time. No matter how many times I reboot the machines, clear caches, or update Windows and video drivers, the problem remains. The Downloads folder displays "Working on it...", and this persists even after shutting down and turning the machine back on. I reported this issue to Microsoft during updates, but it has never been fixed and has been ongoing for years. Check Disk shows no issues with any of my drives, and there are no corrupted files. Clearing the File Explorer cache did not help either. This problem resolves itself after some time (the hanging can last anywhere from several hours to a few days), and it doesn't return for a while. However, when it does come back, it stays for a long time, and I have never been able to figure out why.
