By design, Windows requires administrative privileges to perform most device management tasks because changes to hardware settings (and driver installations, removals or updates) can greatly affect system stability and security. That means there isn’t a supported, out‐of‐the‐box way to let standard (non-admin) users open or use Device Manager with full administrative capabilities while keeping them as non-administrators in other areas.
There is no officially supported way to delegate full Device Manager functionality to non-admin users without also giving them elevated privileges in other areas.
