One of My live.com Email account is locked due to unknown reason and i can't get any solution in the publically exposed options by microsoft so i need to get intouch with some one to whom i can provide the relevant proofs

Dear Sir,

An account labelled as <Mod remove PII>@live.com is my brother account which got suddenly blocked without any thing negative from his side , he can reset password as he has the authenticator app installed but still he can't login to his account , he tried to use all the exposed option like sign in helper etc and durring following the resolution process offered by microsoft a page comes where it only shows this method is unavailable at the moment so he is stucked over there if you can help us in linking with some one who can address his issue that will be very kind of you. so please advise
