Windows 10 Factory reseting won't proceed please help

So I'm trying to factory reset my computer and I did every step needed, I went to reset pc, choose erase everything, then choose local download, then it count to 100, after that it restart my computer load the window then the screen went blank like the picture I insert, I waited for an hour then force shut down it by pressing the start button 15 sec, then when it open it announce "nothing change". So I tried again and right now the blank screen happen again. Is there anything I can do? I really need to reset this pc because it started slowing down despite having a nice specs, thank you in advance and I'm sorry for the trouble.
