how do i get utilman to work if there has been a security update?

Hello, good morning.

After a recent security update in Windows 11, I have noticed that the classic method of replacing utilman.exe with cmd.exe to open a console with permissions from the login screen no longer works.

I used to use this method to log into the system or manage users when I didn't have access, but now Windows seems to prevent modifying or running utilman.exe this way, even from recovery environments.

Does anyone know how to re-enable this functionality or if there is an alternative way that currently works (without using third party software or downloading anything)?
