A colleague in Brazil can't create a subscription on Azure. How does he solve this?

I'm working with a colleague in Brazil who is trying to create an Azure subscription (he has an account). It won't let him verify his phone number for some unknown reason. He tried creating a support ticket, but said this: "I am stuck in a loop. I try to create a support request, but Azure redirects me to the Azure portal. The portal requires a subscription to open a ticket. So, I can’t create a subscription because I can’t verify my phone number."

Then he tried calling support in Brazil and said, "It's a recording machine that doesn't redirect me to a human or a solution."

Can anyone help? It sounds like he needs to manually verify his identity but how can he do that if he can't create a support ticket?

    A support engineer from the Account Review team unblocked your phone number, allowing you to sign up for a new Azure tenant.
