Outlook add-in: You don't have sufficient permissions for this action., error code: 7000

Question

We have a production version of outlook addin.

For some users we get the error: You don't have sufficient permissions for this action., error code: 7000

on

Office.context.sensitivityLabelsCatalog.getIsEnabledAsync

Users have the same permissions in the Microsoft side.

Might be worth noting that the users that receive the error are on version 16.91.2 while users who do not receive this error are on version 16.91.

Platform is Mac thick client modern (non legacy) outlook

Any ideas..?
