Upgrade failure to WIn11 v23H2 on Win10

I have been trying to upgrade to Win11 23H2 for a while, but the upgrade always fails. Setuperr.log reports the following:

2020-09-10 23:33:22, Error [setup.exe] Winre not found

2020-09-10 23:33:22, Error [setup.exe] winreFindOemWinRe failed: 0x2

2020-09-10 23:33:22, Error [setup.exe] FindWinReSourceImageAndPartition Error 0X2 while searching for OEM winre.wim

2020-09-16 16:36:59, Error CBS Failed to load Session:30836744_4053908430 [HRESULT = 0x80070002 - ERROR_FILE_NOT_FOUND]

Apparently, the upgrade is looking for winre.wim. Neither that or einre.exe reside on the hard drive or in the registry. How do I correct this so I can complete the upgrade?

Also, when with the upgrade to Win11 24H2 be available?

    Windows 11 24H2 is available.

    Is your Windows 10 PC fully Windows 11 compatible?

    schtasks.exe /Run /TN "\Microsoft\Windows\Application Experience\Microsoft Compatibility Appraiser"

    reg query "HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\TargetVersionUpgradeExperienceIndicators" /s
