Hello Azure Support Team and Community,
I am an Azure Free Tier user experiencing a critical issue with an Azure PostgreSQL Flexible Server instance that is stuck in a 'Failed' provisioning state, preventing its deletion and the deletion of its associated network resources.
Resource Details:

- Server Name:

class-schedule-rg - Location: Central US
Problem Description:
I initially attempted to destroy my infrastructure using Terraform. The PostgreSQL Flexible Server entered a "Dropping" state and took an extremely long time (over 6 hours). Due to this prolonged state, I manually initiated a delete operation for the server via the Azure Portal.
