Creating a notification hub

I am trying to create a notification hub in Azure. I do the following:

I go to all services.
Choose Mobile
Choose Notification Hubs
This takes me the screen "Welcome You Azure" ("Don't have a subscription here are your options").
I am assuming at this point I need a subscription to create a hub.

I have tried two things from here.

The first one I tried is to click "Start" on start a free trial. This take me to a screen that says "Your current account type is not supported".

The second option was to click "View" under "Manage Azure Active Directory" which brought me to the screen Azure Active Directory Overview screen but I don't appear to be able to make hubs or subscriptions from here. What do I need to do?

    Thanks for asking question! If you are seeing the message 'Your current account type is not supported'.
    To add on this: This issue can occur if the account is registered in an unmanaged Azure AD directory, and it is not in your organization's Azure AD directory. To resolve this issue, sign up the Azure account by using another account, or take over the unmanaged AD directory.
