I would recommend you to check Service Health in Azure portal for any service issues/health advisories related to your load balancer, If you do not see anything specific, go to Service Health -> Resource Health and select your subscription and load balancer (resource type). Select the affected load balancer and check the status. There, you can find "Diagnose & solve problems" option to perform load balancer troubleshooting for various common problems as below:

NOTE : Resource Health status is only available for public Standard Load Balancer resources.
