    As a Symbian Belle device what result do you get using:

    https://repairavoidance.blob.core.windows.net/packages/NokiaSoftwareRecoveryToolInstaller.exe

    pre-supposing you don't try using Windows 10 machine?

    Not a particularly helpful response as it is still possible to manually update firmware upon device, although choice of language set may be restricted.
