Windows security blocking download desoite whitelist, turned off and Avast installed

Windows 10 tablet Version 1607
Recently reset to "as new" Windows

I have the download folder as an exception in Defender
I have manually turned Defender off
Despite that I still need to give permission to download a file.
Same, even after I install Avast and whitelist the Download folder in Avast.

Log from last block below.
What can I do to prevent this blocking?
Note I prefer not to update windows version because this is a low spec tablet and Windows updates just cripple it. (I think I haveupdates turned off)

    Turn off Turn off real-time protection from group policy
    Computer Configuration > Administrative Templates > Windows Components > Microsoft Defender Antivirus > Real-time Protection
    Enable Turn off real-time protection
    Computer Configuration > Administrative Templates > Windows Components > Microsoft Defender Antivirus
    Enable Turn off Microsoft Defender Antivirus
    Besides, if you are using Edge browser, disable SmartScreen Filter in it, or change another browser such as Chrome.
