NOTEBOOK TERMINAL AZURE

I COPIED AND PASTED, pip install -r requirements.txt --user --upgrade UNDER MY NOTEBOOK TERMINAL IN AZURE. IT STARTED LAUNCHING BUT LAPTOP SHUTDOWN. I RESTARTED IT, TRIED COPYING AND PASTING THE ABOVE LINK, BUT NOW IT GIVES THE MESSAGE BELOW. HELP PLEASE.
