Failed to install Windows Hardware Lib Kit

I was trying to install Windows Hardware Lab Kit on the Windows Server 2016, but always failed and got the error as the below picture:

I found some errors in the logs and it seems that the source of package to download, 'package_HLKSetupPreConditions_x86_en_us', is invalid. How can I fix it?
