Hi,
go to Device Manager> network adapters, select your network adapter in use, click on the Power Management tab, uncheck the checkbox: Allow the computer to turn off the device to save energy. Click on the Advanced tab at the top and disable any options regarding energy saving, such as Gigabit auto disable, Energy Efficient Ethernet (EEE), Green Ethernet etc.
If necessary, update the network adapter drivers.
Windows 10 Upgrade No Internet Connection
Upgraded a PC from Windows 7 Pro 64 bit to Windows 10 Pro 64 bit by using the Windows 10 download tool.
The ethernet adaptor and internet worked Not fine with Windows 7.
The Windows 10 upgrade connected to the internet for updates ok.
Version 20H2, OS Build 19042.631
Settings - Network & Internet - Status - says "Connected"
Troubleshooter says "Ethernet Cable is not properly plugged in ..."
Lots of comment about this issue online, tried various fixed without success, appreciate any help.

Reinstalled everything still no internet connection.
It as if the ethernet adaptor is not working, although in device manager everything is ok. -
