Developer SKU is served by a single VM (the reason why it incurs downtime during maintenance updates which are not schedulable) and meant more for showcasing and exploring APIM features and not for production use -- so it's not covered by SLA. As such, if you're seeing high traffic and service updates are hindering the availability of your services, we recommend upgrading to a higher tier, either Basic, Standard, or Consumption which all offer 99.9% uptime SLA.
