Please help an old man who has been a programmer for 60 years!
in 2005 I wrote a program using vb.net.
every month, I add new data to one of the built-in access databases .. recreate the cd distribution disk .. and make the cd available on my website.
almost every day I use the installed program on my own windows 10 desktop pc to check something.
yesterday, I clicked the desktop icon, and nothing happened.
I installed the program on 2 other pcs and the icon works fine.
I re-installed last month's version and the icon works fine .. but when I install the current version cd, the icon fails.
all other desktop icons work ok.
I tried everything I could find on the web, but nothing worked.
.. I tried using the (task-manager) to remove/reinstall (file-explorer).
.. I tried using (appdata) to locate and delete any (localcache) files .. but could not find any (localcache) file.
.. I tried using the (dos) scan functions .. everything looked ok.
.. (auto arrange) is unchecked.
.. I tried recreating the desktop shortcut but that did not work.

If you right-click the icon, select Properties, you can compare the Target and other values on different machines. Usually, Target is a path to your main program (.exe file). You can go to this location using File Explorer and try starting the program directly, double-clicking the program name. Does it work if you start it in this manner?
If it does not work, then maybe there is a problem withing the program. What kind of application is this? Do you have the sources, and does it work if you recompile the project in Visual Studio 2019 and start from Visual Studio?
regarding the properties of the icon .. i tried that .. the shortcut tab points to the same place as on my other 2 pcs .. the folder where the (.exe) is.
? this may be hard to find .. can we email directly ?

the only change i made to the source was the version of the program that shows in the title bar .. the distribution cd i created from the (65,000 line) source code works on other pcs, just not mine.
the program works ok when i run it from the source code in the debug mode.
trying to run the (.exe) program from the (program files x86) folder does not work ..
the program is a logging program for ham radio operators .. i have about 5000 users world wide.

? does VS-2019 have the ability to create distribution cds ?
the program is written in (VS-2008 Pro).
? is it possible to talk to someone in person, like the old days ? .. at 80, i am getting osteoarthritis in my hands.

Try this:
Press Windows key + X
Click Task Manager
Select the Processes tab
Scroll down to Windows Explorer then select it
Click Restart
