Re-Enable Open Federation (Teams)

Hello we have had a 3rd party configure our tenant, and place domains in the allowed list under external access in teams.

This was not asked, we have removed it. We are now wondering if this list has no domains in it. Does it re-enable open federation and our tenant being able to talk to any domain?
