How do I solve error code 0x800706D9?

Hello, I've been unable to access the Microsoft store for about a year and a half due to error code: 0x800706D9. My brother gave me my PC and I'm not sure how the system was set up/ Microsoft store but we had this issue but cannot solve it, do you have any ideas?

"The error code is 0x800706D9, in case you need it."

I have tried to change my Windows 11 account and made a new Microsoft account.

I signed into my university account on Microsoft store and this message pops up

"Your account was not set up on this device because device management could not be enabled. This device might not be able to access some resources, such as WiFi, VPN or email."
