Double characters for ~~ ^^ ´´

I have Windows 10 installed on my laptop and for no apparent reason the keyboard starts typing double characters for ~~ ^^ ´´. This makes it impossible to type acute vowels (á, ó, etc.) and letters with tilde (ã, ñ, etc.). Or, I should say the keyboard doesn't wait for me to choose the vowel.

I've tried every solution out there. Uninstalling the Keyboard in Device Manager fixes it but only for a moment, then it reverts back to double typing.

I've also tried adjusting the repeat delay and repeat rate in Control Panel but not only it doesn't work but it's not relevant since the keyboard doesn't "wait" for me to choose the letter I want with a tilde for instance. It just delays the double characters with no vowel associated to it.

Please help!

    Let's perform another testing. Can you create a new local user profile on your computer, please? Switch to it and test it there and see if it gives you the same results.

    You should be able to create the profile under,

    > Settings

    > Account

    > Other users

    > under Other users click Add account

    > I don't have this person sign in info

    > Add user without a MS account.

    Then just fill up the fields to name the test account, and follow the process to finish creating the account.

    Does the issue happen in the new account?

    I've followed your instructions but the issue still occurs. There are no malicious apps according to my Antivirus or any apps that I don't want installed. Also after a clean boot, the issue still occurs.

    That's likely a 3rd party app that modifies keystrokes or something. Can you try to check the apps installed on the device?

    1. Windows + R
    2. Type appwiz.cpl (Enter)

    Check all possible apps that can modify keystrokes or anything that you think is unfamiliar or malicious. Remove it.

    You can also run the device in a clean boot as well.

    Issue doesn't seem to happen on Safe Mode. Could only test it on Notepad though.

    Please try to check if this also happens in safe mode?

    -Win + R to open run box

    -Type: msconfig <Enter>

    -Select Boot tab

    -Check Safe boot

    -Hit Ok, then Restart the computer
