Can't create Cosmos DB account "not available for Cloud Solution Providers"

I've created Cosmos DB Accounts on my subscription in the past, but now when I try (in the Azure Portal) I see a message "This offer is not available for subscriptions from Microsoft Azure Cloud Solution Providers". Cosmos DB is on the list of available services for CSPs: https://learn.microsoft.com/en-us/partner-center/azure-plan-available

Is this is a new restriction, bug in the portal, etc?

Update: I was able to create a new Cosmos DB Account using a bicep file, which implies this is a Portal bug.
