Cannot start, stop, restart, redeploy, reapply, connect, or delete a VM

Yesterday, when I was restarting an instance, it failed with "An unexpected error occurred while processing the network profile of the VM. Please retry later.. NetworkingInternalOperationError". Then I tried all kinds of operations on it, restart, redeploy, delete, etc., but none of them seems to do anything. Now I literally can't do anything about the VM, is there a way to forcibly restart or release this VM?
