Here are some tips on using MODI. Although some of them are for 2003, or 2010, the general process is the same

Adding MODI to Office 2007

http://answers.microsoft.com/en-us/office/forum/office\_2007-office\_install/installing-microsoft-document-image-writer-in/2d979d2a-3294-44dc-8cfa-6fedc7423669

MODI is still part of Office 2007, but not installed by default. You can get it by doing a custom installation of the MS Tools. Make sure to “uncheck” everything but Tools, or you’ll be installing all of Office.

MODI works, MODI Writer is missing, that's the difference.

Modi – Microsoft Office Document Imaging

The Microsoft Office Document Image Writer printer driver and the OneNote 2007 printer driver in Word 2007 and in OneNote 2007 are not installed on a computer that is running a 64-bit operating system

The following is the quickest and easiest way to accomplish this, it works with W8 and Office 2013 as well:

Here is what it looks like on W8:

I have had to do this within the company I work for because we have so many that use this functionality.  We are currently migrating to W7/O2010, but thought I'd give it a shot on W8/O2013 also.
