Yes, but to do so requires that you set a Write reservation password for the file. A user can still change the view but won't be able to save those changes, of course, they won't be able to do any other editing and save either. It's all or none with Project.
This issue has come up several times over the years and there has never been feature that allows limited change access. If the password idea is too restrictive, I suggest you implement user training for your organization. And part of that training can include the option for users to create their own custom views but when saving, organization defined views must be used. Always keep a backup so the "authorized format" can be restored if a user "strays" from training.
