i downloaded this MP "Microsoft System Center Management Pack for ADDS
"
that contains this files :
• Microsoft.Windows.Server.AD.Class.Library.mp
• Microsoft.Windows.Server.AD.DomainMemberMonitoring.mp
• Microsoft.Windows.Server.AD.2012.Discovery.mp
• Microsoft.Windows.Server.AD.2012.Monitoring.mp
• Microsoft.Windows.Server.AD.2012R2.Discovery.mp
• Microsoft.Windows.Server.AD.2012R2.Monitoring.mp
• Microsoft.Windows.Server.AD.2016.Discovery.mp
• Microsoft.Windows.Server.AD.2016.Monitoring.mp

in the MP description wriiten that she can monitor AD 2019 :

"The Management Pack for Windows Server Active Directory Domain Services. Monitors Windows Server 2012, 2012R2, 2016 and 2019 Domain Controllers and domain health."

Windows Server 2019
There are no new forest or domain functional levels added in this release.

The minimum requirement to add a Windows Server 2019 Domain Controller is a Windows Server 2008 functional level. The domain also has to use DFS-R as the engine to replicate SYSVOL.

As a result, Microsoft.Windows.Server.AD.2016.Discovery.mp and Microsoft.Windows.Server.AD.2016.Monitoring.mp is used to monitor AD.
