Package Manager doesn't function properly in browser in VS2019

Question

When I try to install a Nuget Package using the Package Manager browser in VS2019, release 16.6.3 , I get all sorts of none related errors (errors I get are all related to the project code itself, not to PM) and the requested packages are not installed/update/removed. The only way manage my packages is by using the PM CLI, which I find inconvenient. Is there a way to 'reinstall' the package manager itself?
