I realize that you have encountered a problem with moving photos in Excel. I understand how you feel.
I have tried to reproduce your issue in Excel on Microsoft 365 on a Windows computer here.
If I move the picture down to the edge with the mouse until the prohibition symbol appears, when I release the mouse, the page will scroll up, leaving the picture still in its original position. Just as you described.
If I move the picture down with the mouse without the prohibition symbol appearing, then when I release the mouse, the page will not scroll up, and the picture will stay there.
Is this the same situation you are encountering?
If it is the same, then this is indeed a current limitation in Excel when moving pictures.
