Outlook 2016 Spell Check Issue

We have an issue with all our French users using Outlook 2016.

The keyboard is set to French (Belgium) and when the spellcheck in Outlook automatically uses this.

I have changed the Proofing language default to English (United Kingdom) unchecked 'Detect language automatically', closed outlook and rebooted the device but each time the spellcheck reverts to French (Belgium), i have tested this on several Windows 10 devices with Outlook 2016 and 365.

Is this an expected behavior or is there a fix for this?

    Please try the steps below on a problematic machine and see if the issue can be fixed:

    1. Create a new email message, select the entire message body(Ctrl+A).
    2. Go to the Review tab, select Language > Set Proofing Language, double comfirm 'Detect language automatically' has been unchecked, choose English (United Kingdom), click Set as Default.

    3. Go to Review > Language > Language Preference, set English (United Kingdom) as the preferred proofing language, click Yes, restart Outlook to check the result.

    This didn’t work, I changed the keyboard setting to UK for this to work again.
