Junk email validation error. Value: ******@domain.com

Hello

I have an end user who logs into Microsoft Defender to look at his quarantined emails. When he tries to allow or block ANY address, he gets a message "Junk email validation error. Value: (Random email address)". The email address in the error does not relate to the email he is trying to block or allow. and will occur with any email address he tries to block or allow.

When I try to clear out his safe senders list via PowerShell, the same error appears. I was able to clear the list locally in Classic Outlook to no effect.

I have attempted to use the MFCMapi tool to delete the junk list also to no effect.

I wonder if anyone encountered this issue before?

    I have same question, I am unable to remove this using MFCMAPI, nor using OWA or Outlook client. Tried overwriting the list but came up with same error
