Error from OAuth 2.0 provider: Error Code: ErrorAccessDenied

I am having a difficult time configuring OAuth for my 3rd party system. Historically we've used SMTP but are moving over to OAuth. I've gone through and followed the steps required for my application (FileMaker) https://support.claris.com/s/answerview?anum=000038230&language=en_US under Microsoft but I am getting the following error:

Email test failed: Test email could not be sent successfully. Error from OAuth 2.0 provider: Error Code: ErrorAccessDenied Error Message: Access is denied. Check credentials and try again.

I've double and triple checked the values entered and they do match, so this leads me to believe there is a step missing. Do I need to assign the app to the users I want to be able to access the API?
