Press the Windows Key + P on your keyboard to bring up the project menu; if the computer is set to "Second screen only" or "Extend," the taskbar may be rendering on a display that doesn't physically exist. Select "PC screen only" to force the shell to render strictly on your primary monitor.
If the projection settings are correct, the issue is likely a corrupted configuration in the StuckRects3 registry key, which stores the taskbar's position and behavior. As a standard user, you typically retain write access to your own user hive. Press Windows Key + R, type regedit, and press Enter. Navigate to the path HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3. Right-click the Settings binary value inside this key and delete it. Once deleted, open Task Manager with Ctrl + Shift + Esc, locate "Windows Explorer" in the processes list, and restart it. This forces Windows to rebuild the taskbar configuration from scratch. If you are blocked from accessing the registry by Group Policy, or if this reset does not resolve the issue, the corruption resides in the system-level ShellExperienceHost dependencies, and you will need to contact your local IT helpdesk to re-image the machine or rebuild your user profile.
