outlook doesn't recognize my gmail

gives error message "send/receive error" tried to follow online suggestions, accidently deleted my gmail email account from outlook, cannot reinstall, give error message that imap is not turned on in gmail. i have turned it on, it is turned on and nothing works. how do i reach support to resolve these major issues.
