Azure SQL docker image is the only arm implementation of SQLServer. You can also try dockers amd64 emulator and pull a standard sql image (it’s not a supported configuration, but should work).
SQL Server does not run on ARM. I've seen people who have been able to install and run LocalDB under the Prism emulation, but I have not seen anyone who has been successful in installing even Express Edition on ARM. Maybe it could work with a Docker container.
I don't use ARM machines myself.
