Hybrid Configuration - Public Folders

We are running Exchange 2013 and have configured the Hybrid connection. We've only moved test mailboxes so far. We have Public folders in 2013 that we only use the Organizational Forms for (for our archiving solution). Rather than migrating the Public folders, it is okay to just create a new Public Folder in 365. Am i right in thinking that the on-premise mailboxes will continue to access the 2013 Public Folders and the mailboxes that get migrated will only be able to access the 365 Public folders.

    You can't have two Public Folder trees like that across on-prem and Exchange Online.
    You need to either migrate then to Exchange Online, leave them on-prem or remove them completely.

    Personally, if you using these just for org forms, I would look to get rid of them and find another solution for the archiving piece.

    @Chrissy R I tested this in my hybrid environment:

    1. I created public folder mailbox and public folder in Exchange on-premises first.
    2. Check from Exchange on-premises mailbox, this mailbox could access this on-premises public successfully.
    3. Migrate mailbox from Exchange on-premises to Exchange online.
    4. After migration, this mailbox could see the public folder that created in Exchange online.

    So, I think your plan is feasible.
