DeviceSimulator.sln download from GitHub does not include dll file in the bin, hence, debug not possible.

How do I restore (from elsewhere) or find this file?

I'm up to the last of the four exercises 'Connect IoT data to MR with ADT and Unity' and the part titled , 'Visualize and interact with simulated operations data using SignalR' where I'm trying to run DeviceSimulator.sln in Visual Studio. Unable to start program because system cannot find DeviceSimulator.dll which, according to VS, should be in bin\Debug\netcoreapp3.1.
