when creating an application in python I cannot choose the target structure

I installed everything from the .NET Framework from 4 to 4.8

I installed the SDK 5.0, because there is no 4.0

I've installed PyCharm for now, and I'm not screaming about bugs, but I prefer to write on Visual Basic.
