    Do you mean the user in the license?
    If yes, one user means one account I think, for this is one concept in the license purchasing, you need to consult the license team.

    If the server is used for production, you need a license. It's irrelevant whether users login as sa or someone else. I believe the number of users is the actual users sitting at their laptops/workstations.
