What is user means ?
Do you mean the user in the license?
If yes, one user means one account I think, for this is one concept in the license purchasing, you need to consult the license team.
If I use only sa user from application user access then shall I need to purchase that SQL user license ?
What is the edition do you want to use? It is determined what you choose. Of course the I recommend you consult the license team for more detailed information of license.
