netsetup.log missing on domain controllers

None of our 3 domain controllers running Windows Server 2019 are updating the netsetup.log in C:\Windows\Debug\ for some odd reason. Machines are being joined to the domain without any issues but the netsetup.log does not contain any new data. If we just rename the netsetup.log and then join a machine to the domain, the netsetup.log does not get created either. I am curious to what might be causing this issue. Any ideas on how to troubleshoot this?

The file is not on the domain controller. Look for it on each member you're trying to join to domain.
