workbooks.Open opens excel popup window to sign into account

I am using workbooks.Open to open a excel file with Excel 2016. The problem is that it opens a pop window which asks me to sign into my excel account. Is there a way to not have the pop up window?

The strange thing is I have to pcs running windows 10 and Excel 2016. only one of the two I get the pop up.

Can anyone help?
