I know SSRS installed separately,
My question is, isn´t SQL Server Reporting Service (SSRS) delivered as a part of the SQL Server Standard and Enterprise editions? Or does it require a separate license?
Does SQL Server Reporting Services 2019 (SSRS) require a license?

SQL Server Reporting Services (SSRS) is a separate install but is included with SQL Server Standard and Enterprise editions. It does not require a separate license if you have a licensed SQL Server. For SQL Server 2019 Standard, use hyp est key from the key store for installation.

yes, SSRS comes as separate installer, but is still part of the SQL Server technology stack and you can use the SQL Server product key to install it.
As long as you install SSRS on the same machine as SQL Server you don't need additional licenses.

I am planning to install SSRS in different server. Can I use the standard edition license for the application server which installed SSRS? My DB servers have enterprise licenses. Please advise. Thanks.

I cannot figure out where to find the product key if I deploy SQL Server Standard as part of the VM build (pay as you go). Is there a different way to install SSRS?

SSRS is part of the SQL Server package and you do not need additional licensing if installed on the same server as the engine. The key should be the same as your SQL Server key.
