Exchange 2019 content filtering block messages

We have Exchange 2019 Edge and Exchange DAG servers in the environment. We are having an issue where a user outside the organization domain is sending a specific email with a .pdf attachment that is not received and the user receives a rejected email message saying Exchange content filtering blocked the message. Other email from the same user is received without issue.

I have allowed the user to filter the content even filtering the domain name but still not receive the email.

Please suggest that how to resolve this issue.

    We used the Set-ContentFilterConfig -BypassedSenderDomains microsoft.com,gmail.com but could not help and the attached email with .pdf is not receiving.

    From the same user we receive the emails with word, excel attachment. One more thing I want to know that what is the best SCL value for rejecting email should be set on the content filtering.
